The purpose of the Proposed Project is to implement the Proposed Stipulated Judgment and thereby comply with Fish and Game Code Section 5937, which requires dam owners and operators to allow sufficient water to pass at all times through a dam "to keep in good condition any fish that may be planted or exist below the dam." The flows established herein downstream from Upper Gorge power plant are accepted in satisfaction of this obligation to the extent permitted by law. The Parties believe these flows do not unreasonably interfere with, or disrupt the Los Angeles Department of Water and Power's operation of facilities within the Gorge to respond to annual and seasonal water supply demands and hydroelectric power generation needs.
The Proposed Project includes the restoration of water flows in an approximate 10 mile segment, or reach, of the Owens River Gorge (Gorge), located in Inyo and Mono Counties, California.
