- Note: Statement of Overiding Considerations Caltrans, in coordination with the City of Fresno, proposes to construct a new interchange and railroad grade separation at the proposed Veterans Blvd alignment on SR-99 between Herndon and Shaw Avenues. The new interchange would be a Type L-9 partial cloverleaf, Veterans Blvd would be improved to a six-lane super arterial, Class l and ll bicycle/pedestrian lanes would be developed on Veterans Blvd, landscaping would be updated, drainage basins would be developed and Veterans Blvd would connect to Golden State Blvd.
