The hilltop site is enclosed by a chain link fence to prevent public access to the water facilities. Surrounding uses include single-family homes to the north along Russell Avenue (which dead-ends at the subject property) and Garvey Reservoir, a large regional water storage facility operated the Metropolitan Water District, to the south, east, and west.
