The proposed project could not have a significant effect on the environment, as the activity is covered by the General Rule, per the provisions of the California Environmental Quality Act (CEQA) Section 15061(b)(3), that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Further, the proposed project is Exempt under CEQA Section 15308, Actions by Regulatory Agencies for Protection of the Environment. The text amendments to the SCMC do not cause intensification of use, but rather update and codify regulations regarding signs.
