Document Description
The proposed project is the construction and operation of a replacement groundwater well (Well No. 2), appurtenances and facilities to improve the existing water supply reliability within the District's service area. As proposed, the replacement groundwater well would be installed at the existing location of Well No. 2 and would be operated at the same capacity as the existing well. The primary purpose of the proposed project would be to regain drinking water capacity within the District's water supply system and improve water supply reliability to existing District Customers that currently experience lower system pressures and capacities. Therefore, restoration of pumping capacity at Well No. 2 would provide significant health and safety benefits to the residents in the Districts service area as well as improve the water supply reliability and operational flexibility of the existing water supply system. Beneficiaries of the proposed project include existing customers in the District's service area, primarily those customers within pumping distance of Well No. 2, who, as stated above, experience reduced system pressures.

Reasons for Exemption
The proposed project is the construction and operation of a replacement groundwater well (Well No.2), appurtenances and facilities to improve the existing water supply reliability within the District's service area. As, proposed, the replacement groundwater well would be installed at the existing location of Well No. 2 and would be operated at the same capacity as the existing well; and, therefore, qualifies under CEQA Guidelines, Article 19, Section 15302 identifies Class 2 projects as consisting of the:".... replacement or reconstruction of existing structures and facilities where the new structure would be located on the same site as the structure replaced would have substantially the same purpose and capacity as the structure replaced..."
