Document Description
Project consists of containment of three stockpiles totaling approx. 160,000 cubic yards of soil containing metals (primarily barium, strontium, and lead) during construction of the SR 132 West Freeway/Expressway Project. The DTSC has approved the Remedial Action Plan for the Caltrans Modesto Soil Stockpiles SR 132 West Freeway/Express Site. The stockpiles occupy three areas within the state right-of-way located south of Kansans Avenue: between Carpenter Avenue and East Emerald Avenue, Emerald Avenue and SR 99. The stockpiles will be contained behind retaining walls, bridge abutments, and beneath the roadway. Unpaved portions will have clean fill cover. This containment remedy provides long-term protection of people and the environment by preventing exposure and minimizing the infiltration of surface water into groundwater under the stockpiles. Land use controls and inspection of the pavement and other features of the containment remedy and groundwater monitoring will be conducted annually to ensure the integrity of the remedy into the future.
