Document Description
The initial construction activities are anticipated to commence in November 2010 and involve the demolition of the existing Bank and associated parking. The demolition of the existing structures will take approximately one-month and 20-days. Mass grading, trenching, paving, building construction, and architectural coating construction activities are anticipated to take place over the next sixteen months. Once demolition is complete, the project site would be redeveloped on the 1.48-acre site with a 61-unit affordable senior apartment complex for seniors 55 years and older and the adjacent (west) Windsor garden convalescent hospital would be re-zoned. The proposed three-story apartment building will consist of 49 one-bedroom units, 11 two-bedroom units, and one three-bedroom managers unit. Amenities will include a large central courtyard, a pool, spa, fire pit, picnic area, exercise room, community rooms, classroom and recreation rooms. Both properties are currently designated Shopping Nodes LUD #8N by the General Plan and are zoned CCA (Automobile Oriented Commercial). The proposed project requires a General Plan Amendment and Zone Change, as well as Site Plan Review. The proposed amendment would change the General Plan designation from LUD #8 to High Density Residential LUD #4 and the zone from CCA to CCN on both parcels. The resultant GP and Zoning revisions will be consistent with the City of Long Beach General Plan and will allow the adjacent convalescent hospital to become a conforming use in the CCN zone.
