Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. CDFG is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (SAA# 1600-2009-0335-R5) to the project applicant, Fallbrook Elementary School District. The applicant will be conducting the Project in response to a notification from the County of San Diego, Department of Public Works. Under the County of San Diego Watercourse Ordinance, the Applicant is responsible for timely maintenance of the creek on the property in a safe and unobstructed condition to increase the drainage of the watercourse and reduce the likelihood of flooding of adjacent properties, including the County Road. This agreement authorized the removal from the watercourse of non-living obstructions such as tree stumps, dead limbs, and debris as well as non-native shrubs and herbaceous species including castor bean (Ricinus communis), Pride of Madeira (Echium candicans), common periwinkle (Vinca Major), and red apple ice plant (Aptenia cordifolia). This agreement does not authorize the removal of mature, live trees, or tree snags (dead or partially dead trees that are still standing) from the watercourse.
