1. The project is consistent with local general planning designations as well as with applicable zoning designation and regulations. The general plan designation is Public and Semi-public Facilities and the zoning is Public Facilities District;
2. The project is located in downtown Yuba City, is no more than five acres, and is surrounded by urban uses, including the sheriff's station and jail facility, county health administration offices, administrative offices for the County of Sutter, and city hall;
3. The project has no value as habitat for endangered, rare, or threatened species.
