This project involves construction and improvement of infratructure components including: two new fine screens, a conveyor, and washer/compactor; new mixed liquor and secondary effluent flow splitters; an expanded RAS pump station; two new traveling bridge filters; two new secondary clarifiers; conversion of ERB #1 to a lined digested solids storage basin; and lining ERB #1. All work will occur within the existing footpring of the facility.

Reasons for Exemption
Class exemption include new construction of small facilities or structures, and the conversion of existing small structures from one use to another. All work will be within the existing developed footprint of the treatment plant facility. No new land will be acquired. The Phase 1 A and B upgrades have independent utility and will improve the waste treatment plant. This project does not change the overall capacity of the treatment plant. There are no known environmental resources within the project boundaries that could be affected by this project. There is no reasonable possibility that this project will have a significant effect on the environment. This NOE supersedes the Previous one dated July 13, 2009.
