The project is the adoption and implementation of the La Palms 2008-2014 Housing Element. The purpose of the Housing Element is to establish the City's goals, policies, and programs for meeting the housing needs of its existing and future residents. A key function of the Housing Element is to accommodate the City of La Palma's "fair share" of the regional housing needs as mandated by the Southern California Association of Governments (SCAG) Regional Housing Needs Assessment (RHNA) numbers. The Initial Study and Negative Declaration assess the potential environmental impacts related to the accommodation of the City's RHNA in the Housing Element.
