Document Description
The project involves approval of a Removal Acion Workplan (RAW) by the Department of Toxic Substances Control (DTSC) pursuant to Health & Safety Code, chapter 6.8 as submitted on July 23, 2009 by Geo Trans, Inc. The RAW focuses on excavation and removal to mitigate soils inpacted with excessive levels of arsenic and polynuclear aromatic hydrocarbons (PAH's) onsite. The purpose of the project is to mitigate impacted soils that exceed the project-specific human health and environmental risk criteria to minimize human exposure to the identified chemicals of concern (COC's). The estimated volume of impacted soils is 1,000 cubic yards or approximately 70 truckloads.

DTSC has determined that the project is covered by the general rule (as provided in California Code of Regulations, title 14, section 15061(b)(3)) that they California Environmental Quality Act (CEQA) applies only to projects which have potential for causing a significant effect on the environment. For the reasons given, it can be seen with certainty that there is no possibility that teh activity in question may have a significant effect on the environment and therefore, the project is not subject to CEQA and the Guidelines.
