Document Description
The project is being proposed by the Copper Mountain Community College District to improve accessibility and enhance vehicular safety at the Copper Mountain College's main entrance. The entrance is at the northerly intersection of Rotary Way and State Highway 62. The project will include: 1) traffic signal light poles to be installed on the four intersection corners; 2) pavement to be extended on the north side of Highway 62; 3) pavement to be extended on east and west sides of Rotary Way; and 4) pedestrian crosswalks to be added to both Rotary Way and Highway 62.

Reasons for Exemption
The existing intersection is currently stop-controlled southbound on Rotary Way. As the campus enrollment increases, traffice safety measures are warranted. The entire area of disturbance related to project construction and operation will be within existing right-of-ways of both Rotary Way and State Highway 62. Focused surveys for Desert tortoise and Western burrowing owl, and a general bioloigcal resources assessment were conducted in August 2009 and concluded that no impacts to desert tortoise or any other species of concern would occur with implementation of the project. The project is consistent with all regional and local plans. It will improve traffic flows, require no public infrastructure capacity increases, or result in an increase in ambient noise levels. Therefore, no significant environmental effects will result from implementation of the project.
