- According to the draft SPA Plan, the project proposal has been developed both in response to the changing needs of the community and the fact that the auto industry has experienced a slow decline in sales. The Fulton Avenue SPA is intended to accelerate the competitiveness of the Fulton Avenue corridor by providing additional land uses by right and allowing flexibility in the development and design review standards for all properties. The draft Plan proposes additional flexibility for properties currently zoned Auto Commercial (AC) in order to increase retail development options. In addition, the other office and commercially zoned properties in the Plan area (BP, LC and SC) will all have increased flexibility in uses and development standards. The flexibility in the development standards will allow height, setback and parking standards to differ than those currently permitted.
