Document Description
The Permittee proposes to construct and operate a new 6 inch extension of the existing Line 96 oil transportation pipeline from a point near the Ellwood Onshore Facility (EOF) to connect with the Plains pipeline, L.P. (PPLP)/Coastal Pipeline, near Las Flores Canyon. The existing Line 96 transports oil from the Ellwood facility to the Ellwood Marine Terminal where the oil is transferred offshore to a barge. Cessation of the barging would occur once the new pipeline is completed. The pipeline will have 41 jurisdictional crossings of creeks and or wetlands. Most of the crossings will be within the roadway, trenched in dry season creeks, and several crossings will use directional drilling. Three creek crossings have perennial flows, these are Winchester Canyon/Bell Creek, Eagle Creek, and Dos Pueblos Creek.
