Document Description
The Project consists of the installation of a new 8.5-mile, 6-inch diameter onshore oil pipeline from the Ellwood Onshore Facility to the Plains Pipeline, L.P. Coastal Pipeline immediately west of Las Flores Canyon. The first approximately 585 feet of the Project are located within the City of Goleta and are under its jurisdiction. The County of Santa Barbara, as Lead Agency under CEQA, prepared the project's Environmental Impact Report, and certified it on August 3, 2011. The City of Goleta, as responsible Agency under CEQA, considered the Environmental impact Report as prepared by the County of Santa Barbara and found it adequate and in compliance with CEQA.
