Document Description
Ellwood Pipeline Inc. (EPI), a public utility pipeline corporation proposes to construct and operate a new extension of the existing Line 96 oil transportation pipeline from a point near the Ellwood Onshore Facility (EOF) to an interconnect with the Plains Pipeline, L.P. (PPLP) Coastal Pipeline. The existing Line 96 pipeline transports oil from the EOF to the Ellwood Marine Treatment (EMT) where the oil is transferred offshore to a barge for transportation to market. Both facilities are operated by Venoco, Inc. One the onshore pipeline is operational, abandonment of the existing Ellwood Marine Terminal and cessation of barging would occur.
