Project consists of the sale and transfer of 373 sf of restoration credit and 122 sf of potential coverage rights from Conservancy-owned land to receiving parcels where new utility lines will be placed underground. The transfer enables the receiving landowner to carry out the project without any net increase in the amount of existing land coverage in the hydrologically-related area.

The coverage transfer will enable utility facilities to be relocated from above ground to underground, which is categorically exempt under California Administrative Code sections 15301 and 12102.1 (operation, repair, and maintenance of existing facilities) and 15302 and 12102.2 (replacement or reconstruction of existing utility systems); and coverage on the sending parcel is exempt under Class 5 (minor alterations in land use limitations), Class 17 (open-space contracts or easements).
