Document Description
This project involves the approval of a Removal Action Workplan (RAW) by the Department of Toxic Substances Control (DTSC) pursuant to Health & Safety Code, chapter 6.8, as submitted on May 8, 2009 by Tetra Tech Inc. on behalf of the Southern California Gas Company and Southern California Edison (referred to herein as the Joint Utilities). The purpose of the project is to mitigate impacted soils that exceed the project-specific human health and environmental risk criteria to minimize human exposure to, and migration of the identified checmicals of concern (COCs). The estimated volume of impacted soild is 10,300 cubic yards or approximately 860 truckloads with an additional 5,200 cubic yards of cobbles and boulders that will require management.It is anticipated that most of the 10,300 cubic yards of impacted soils will be classified as non-hazardous waster.

DTSC has determined that the project is exempt from the application of the California Environmental Quality Act (CEQA) and the Guidelines for the following reasons: 1. It can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. 2. The project activity is covered by the general rule that the California Environmental Quality Act applies only to projects which have potential for causing a significant effect on the environment.
