Document Description
The project consists of approval of an interim measure work plan for Rainbow LLC (Rainbow) to operate a soil vapor extaction and treatment system (SVET). The SVET is being implemented as an interim measure to prevent further migration of hazardous constituents from the Rainbow property onto a neighboring residential property. The SVET system is designed to extract and treat volatile organis compounds (VOCs) from the subsurface. The primary contaminant of concern is the industrial solvent tetrachloroethene (PCE) which is of particular concern for the vapor intrusion pathway. The anticipated timeframe for the interim measure is one year.

Reasons for Exemption
The following factors were considered significant when determining that the project was exempt: SVET with GAC treatment is an established technology for the removal and treatment of VOC's from the subsurface. The discharge point of the SVET system will be located greater than 25 meters from a residence. The SVET system has been previously located elsewhere and the discharge point of the treatment system is located away from the boundary with Del Amo Elementart School. The influent and effluent sttreams from the tratment system will be regularly monitored to ensure compliance with the SCAQMD permit. The SVET system will consist of two (2) GAC units arranged in series. The first GAC unit will be replaced when breakthrough is detected between the first and the second unit. The SVET system will be well maintained and regulary serviced. The system will contain interlocks to automatically shutdown when operation falls outside pre established parameters. The interim measure is not the final remedy for the site. The SVET system will be operated for up to one year which is a relatively short period.
