The University of California, Natural Reserve System's Sierra Nevada Aquatic Research Laboratory (SNARL) is proposing to: modernize an existing 3,000 sf general use laboratory building through a complete interior renovation which will include interior demolition, safety upgrades (including fire), energy efficiency upgrades, new construction, new lighting, new heating, and new casework and construct a new approximately 250 square foot laboratory space with an outside American Disbilities Act compliant exit.

The proposed project is "repair, maintenance... or minor altreation of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing at the time of the lead agency's determination... include, but are not limited to: (a) Interior or exterior alterations involving such things as interior partitions, plumbing and electrical conveyances... (e) Additions to existing structures provide that the addition will not result in an increase of more than: (1) 50% of the floor area of the structures before the addition or 2,550 sf, whichever is less."
