Document Description
The purpose of the Arvin Circulation Element if to provide a safe, efficient, and adequate circulation system for the city and to state the specific goals, policies, and plans to improve the operations and maintenance of city-wide transportation facilities and service through the year 2030. To meet this purpose, the Arvin Circulation Element addresses the existing problems while at the same time addressing the circulation improvements needed to provide adequate capacity for future land. The implementation of the proposed improvements of the Arvin Circulation Element will improve the development and maintenance of the transportation system which will maximize freedom of pedestrian and vehicular movement and which balances concerns for safety, mobility and quality in the City's living environment.
