Document Description
The project consists of MCWD's exercise of an option to acquire a 220-acre portion of the Armstrong Ranch property, and annexation of the project property, and annexation of the project property into the MCWD service and jurisdictional boundaries. This is proposed as a step toward MCWD's long-term plans for water supply infrastructure to produce and/or store and/or distribute treated and potable water to meet regional water demand. Acquisition requires a decision by the MCWD Board of Directors to excercise an existing option to purchase the project property as set forth in the 1996 Annexation Agreement and Groundwater Mitigation Framework for Marina Area Lands. Annexation to MCWD requires approval by the MCWD Board of Directors and review and approval by the Monterey County Local Area Formation Commission (LAFCo) for reorganization of the MCWD service and jurisdictional boundaries. Annexation to MCWRA's benefit assessment Zones 2 and 2A requires a decision by the MCWD Board of Directors, such annexation having already been approved by the MCWRA in 1996. Because the City of Marina may also wish to annex the land concurrently, the environmental effects of such annexation are analyzed in the EIR.
