Document Description
Improvement District No. 4 (ID4) and Tehachapi-Cummings County Water District (Tehachapi) are proposing to enter into a Water Management Program. The Program will allow ID4 to purchase State Water Project (SWP) water surplus to Tehachapi's in-district needs. The amount of surplus SWP water purchased annually will be determined by Tehachapi demands and hydrologic conditions within the SWP watershed. Tehachapi estimates surplus water will be available at SWP allocations greater than or equal to 40 percent. The Program also allows Tehachapi to recharge and recover SWP water within ID4's first priority ownership share of Kern Water Bank (KWB) facilities. ID4 will store up to 7,500 af for Tehachapi in the KWB. ID4 will recover up to 1,500 af and recharge up to 3,000 af on behalf of Tehachapi annually under the Program.
