Document Description
The Sacramento Area Flood Control Agency has teamed with the California Department of Water Resources, the U.S. Army Corps of Engineers, universities (Davis and Berkeley campuses of the University of California and the University of Georgia) and consultants to evaluate the effects of vegetation on levees. The interagency collaborative known as the California Levee Vegetation Science Team has conducted a ground-penetrating radar (GPR) study of selected levees. The felling and excavation of the roots of up to 5 trees is proposed to ground truth the results of the GPR readouts. Trenching at 11 sites along the in-levee slurry wall will be done to investigate possible root penetration of the slurry wall. The activities will be carried out in the fall of 2009.

Reasons for Exemption
The project will not adversely affect any federal-or state-listed special-status species. Elderberry shrubs are not present at or close to any excavation sites. Excavations will not occur in uplands adjacent to or near giant garter snake (Thammnophsis gigas) habitat. Activities will take in the fall, outside of the nesting season for Swainson's hawk. All ground disturbance will take place on constructed levee fill and adjacent maintenance areas, therefore, the potential for disturbance of cultural resources is very low.
