Document Description
The proposed project consists of establishing utility connections and providing vehicular access to the existing modular Folsom Resident Office Building. The proposed utility construction includes the establishment of electrical service and two underground pipelines for sewer and water. Both pipelines will be connected to existing utility services. The utilities connections are necessary to comply with state Occupational Building Codes. An access road and a paved parking lot with a secured parking area are also proposed. The driveway will be 16' wide and would contain two 3' unpaved shoulders. The parking area will be approximately 1/2 acre in size, and would be located in the same disturbed area as the current temporary parking area. Within the parking area, an approximately 60'x90' secure parking area will be constructed. The perimeter of this area will be bounded by a 7' tall chain link fence with a barbed-wire top. The secure parking area will be illuminated by directional/shielded lighting. All work and project components will be on the FSP property.

Reasons for Exemption
This project consits of the construction of infrastructure that will provide electrical power, sewerage and water services and involves negligible or no permanent effect on the environment. Existing on-site utilities will be extended to the existing structure, requiring minor trenching. The driveway and parking area are exempt because it consists of the construction of minor structure accessory to (appurtenant to) an existing institutional facility, and likewise will have a negligible or no permanent effect on the environment. This is one of a class of projects the Secretary of Resources has found does not have a significant effect on the environment, therefore, is declared to be exempt.
