The project consists of various on-site improvements to the Pinole-Hercules Water Pollution Control Plant necessary to provide full secondary treatment for influent flows up to 20 million gallon per day (mgd), which would allow the discharge of treated effluent up to 13.9 mgd to the Deep Water Outfall at the Rodeo Sanitary District Plant, and limit use of the Emergency Outfall to flows in excess of 13.9 mgd.
