As part of the larger project to build the high speed rail and large over-crossing at this location, the permit is for the CHSRA to construct and maintain a temporary bypass road adjacent and east of State Route 43, to relocate utilities from the current location in Caltrans right-of-way to the east and adjacent to the route, and to construct the foundation for the over-crossing structure within Caltrans right-of-way.
