Document Description
The project consists of an expansion to the Hinckley Water Treatment plant to allow for continued use of the California State Water Project (SWP) water and comply with the new Disinfection By-Product (DBP) regulations. This expansion includes flash mixing improvements, filter upgrades, low lift pump station, Granular Activated Carbon (GAC) basin, CT basin, and other appurtenances. These facilities are intended to control the DBP formation parental by reducing amount of organic material that is availableto react with free chlorine and the residual bromide, which is present in SWP water.
This expansion includes the construction of GAC water basins that will filter finished water from the effluent of the existing plant dual-media filters. GAC basins were the selected technology because they have a proven track record for successfully meeting their intended use and are utilized by many other water providers in the region for meeting Environmental Protection Agency (EPA) DBP regulations.
