NOTE: Refer to SCH# 1991042005. In accordance with California Health and Safety Code (H&SC), section 25200, the Department of Toxic Substances Control (DTSC) is making a determination on the (Resource Conservation and Recovery Act) RCRA Facility Closure Phase 1 for the former Broco In. Facility (the Site). In 1981, the Broco facility was granted Interim Status Authorization by DTSC to operate an offsite hazardous waste facility pursuant to H&SC section 25200 5. When the Broco facility was active, it stored a wide variety of hazardous wastes including cyclotrimethlenetrinitramine (RDX), nitramines, ammonia perchlorate cans, solid detonator squibs, nitromethane liquid, and various acids and bases. The Broco facility also treated explosive waste including propellants, explosives and pyrotechnics in an Open Burn/Open Detonation Unit. In 1987, the Broco facility location was abandoned by the owner/operator due to an explosion in a neighboring explosives bunker that destroyed most of the facility structures. The purpose of the proposed project is to complete Phase I of the RCRA Facility Closure process by installing a low permeability cap over stockpile soils now existing over the former Broco facility operational areas, maintain the low permeability cap until 2013, when it will be removed, and perform sampling of underlying facility soils.
