TPM No. 34318 proposes a subdivision of 16.35 gross acres into 15 commercial parcels ranging in size from 0.62 gross acres to 2.41 gross acres. Plot Plan No. 2009-052 proposes a commercial shopping center with 3 major stores ranging in size from 15,000 sf to 30,000 sf, one 6,500 sf building for shops, 9 buildings for future retail use ranging in size from 3,850 sf to 11,200 sf, 1 gas service station including a car wash, lube center, gas canopy and a convenience store, and one 4 story 48,500 sf motel with 70 rooms. CUP No. 3487 is to permit the car wash, gasoline service statinos, convenience store and off-site sales of beer and wine at the gas station. CUP No. 2009-084 for the allowance of off-site distilled spirits, beer and wine, for one of the major buildings which is intended for drug store/pharmacy use. CUP No. 2009-085 allows for greater building heights. The project proposes buildins which currently exceed the allowed height under the Specific Plan Zoning Development Standards. Specific Plan No. 158, Planning area 1-1, o. (2), D. requires that all buildings and structures shall not exceed 35 ft in height, unless height up to 75 ft is approved pursuant to Section 18.34. Roofs above the entrances to Major 1, Major 2 and Major 3 and the hotel exceed the required height. The heights of these roofs area as follows: Major 1-45 ft, 5 inches; Major 2-37 ft, 7 inches; Major 3-39 ft, 6 inches. In addition, the proposesd hotel is 57 ft. Therefore, pursuant to Ordinance 348, Section 18.34, the conditional use permit requests to allow for a greater height limit for each of these buildings. Variance No. 1782 is an application to allow signage for the commercial development to exceed the standards of Ordinance 348 Section 19.4 ("On-site Advertising Structures and signs"). Ordinance 348 sections 19.4(a) (1) (a) and (b) allow a sign located within 660 ft of the nearest edge of freeway right of way line a maximum height of 45 ft and a maximum surface area of 150 sf; the commercial development proposes one double sided Freeway Pylon Tenant sign which is proposed to be 75 ft in height and have a total surface area of ~650 sf on each side. Ordinance 348 Section 19.4(a) (4) allows for one free standing sign except that if a shopping center has a frontage on 2 or more streets, the shopping center shall be permitted 2 free standing signs, which the commercial development proposes to exceed by having a total of 8 free standing signs which consist of 9 Tenant Identity Monument signs and 2 Freeway Pylon Tenant sign.
