Document Description
The Redway CSD is proposed to improve efficiency of an existing infiltration gallery, consisting of two 16-inch diameter perforated PVC laterals connected to a 12-inch PVC pipe, that conveys water to their WTP. The lateral ends are 30 feet from the South Fork Eel River's "low-water channel," with a buried bedrock dam located between the laterals and the edge of the low-water channel. Recent drought conditions have substantially reduced water flow in the river and the Redway CSD is not able to operate the WTP at design capacity. Proposed improvements include excavation of the gravel to expose the laterals for examination, removal of any sediment that may affect performance, and excavation and removal of the bedrock berm (up to 12 linear feet) to improve the rate of infiltration. Dewatering is anticipated and a temporary sediment retention basin comprised of a gravel berm with plastic sheet lining will be installed. A temporary turbidity curtain will be placed adjacent to proposed excavation work. No vegetation removal is required. These improvements would not increase the design capacity to divert water or affect the Redway CSD's existing water right for diverting water from the South Form Eel River.

Reasons for Exemption
Consistent with Section 15301, the project is designed to improve the operational efficiency of the existing infiltration gallery; no expansion of facilities or increase in intake design capacity are proposed. Furthermore, proposed activities will be located within the same area as the existing infiltration gallery and operate with the same purpose and design capacity, which is consistent with Section 15303.
