Document Description
The County of Los Angeles proposes to complete minor improvements to the Boddy House Garage of the combined approximately 13,500-square-foot Boddy House and Garage estate to better accommodate temporary and permanent art exhibits. The County of Los Angeles proposes to complete the proposed improvements pursuant to four categorical exemptions described in the State of California Environmental Quality Act (CEQA) guidelines: Section 15301, Existing Facilities; Section 15303 New Construction or Conversion of Small Structures; Section 15304, Minor Alterations to Land; and section 15331, historical Resource Restoration/Rehabilitation. Substantial evidence has been compiled by the Descanso Gardens Guild, Inc., the operator of Descanso Gardens, for review by the County of Los Angeles Department of Parks and Recreation to demonstrate that the proposed improvements do not violate the exceptions specified in Section 15300.2 of the State CEQA Guidelines for use of the Categorical Exemption. The County of Los Angeles Department of Parks and Recreation has exercised this Independent review of the substantial evidence and agrees that the proposed improvements conform to the specifications for use of the Categorical Exemption. The County of Los Angeles, the lead agency pursuant to CEQA, concurs that the proposed project does not violate any of the exception for use in the Categorical Exemption as outlined in Section 15300.2, Exceptions, of the State CEQA Guidelines.

The proposed project has been planned and designed to be consistent with Class 1, Class 3, Class 4, and Class 31 categorical exemptions as defined in Section 15301, 15303, 15304, and 15331 of the State CEQA Guidelines. Class 1 Exemptions consists of the repair, maintenance, and minor alterations of existing public or private structures. Class 3 Exemptions consists of construction and location of limited numbers of new, small facilities. Class 4 Exemptions consists of minor public or private alterations in the condition of land that did not involve removal of mature, scenic trees. Class 31 exemptions consists of project s limited to maintenance, repair, stabilization, restoration, preservation, conservation, or reconstruction of historical resources in a manner consistent with the Standards.
