Document Description
The proposed project is located adjacent to and within the Ken Malloy Harbor Regional Park (Harbor Regional Park-located at 25820 Vermont Avenue) and is comprised of 3 components: Wilmington Drain Multi-use, Machado Lake Ecosystem Rehabilitation, and a Supplemental Water Supply Pipeline. Because the stormwater and urban runoff that is conveyed through the Wilmington Drain flows into Machado Lake, and the supplemental water pipeline would be constructed to deliver water to Machado Lake, these components are being evaluated as one project. The Wilmington Drain component would be constructed to deliver water to Machado Lake, these components are being evaluated as one project. The Wilmington Drain component includes 3 elements: 1) habitat and park design; 2) channel improvements and bank stabilization; and 3) Best Management Practices (BMPs). The Machado Lake component includes: 1) habitat and park design; 2) BMPs; 3) lake improvements; 4) wetlands improvements; and 5) recreational improvements. The Supplemental Water Supply Pipeline includes the construction and operation of a new 16 inch (or smaller) supplemental water pipeline to deliver microfiltration/reverse osmosis treated water from the Terminal Island Water Reclamation Plant to Machado Lake for replenishment during the dry season. The pipeline would be constructed primarily within public right-of-way along existing roadways. The broad goals of this Proposition O project include improving water quality, flood control capacity, and the biological diversity of the ecosystem to attain and sustain its desired uses and characteristics, i.e., wildlife habitat, flood control, environmental education, and recreation.
