Permittees proposed Project is to construct two sets of passing lanes (one eastbound set and one westbound set) along 5.3-mile section of SR-246, between the cities of Lompoc and Buelton. The two 1.7-mile sets of passing lanes will be constructed between Cabeda Canyon Road and hapgood Road (west) and Cabeda Canyon Road to Tularosa Road (east). Both passing lanes would end near the apex of the grade near Tularosa Road. Left turn channelization at Tularosa Road and Hapgood Road (west) would be constructed to improve traffic flow and reduce potention turning movement conflicts at four locations within the Project limits. SR-246 would be widened, and extensions and/or replacements to existing culverts would be built throughout the Project, to accomodate the highway widening. The Project would also correct the road profile and realign the highway at Tularosa Road. No water diversion or work in wetted channels will be required. Six culvert undercrossing would be constructed to facilitat passage of sensitve wildlife under the highway. The existing Class lll bicycle lane would be included throught the Project limits.
