Document Description
This proposed project involves in-situ chemical oxidation of soil with pesticide concentrations above site-specific cleanup goals. In areas where the contamination exceeds a maximum depth of one foot and requires remediation below one foot, the tope foot of soil will be scraped, spread to the other areas of the remediation area and mixed with thinner layers of contaminated soile to provide a maximum contamination thickness of 12 to 16 inches. Impacted soils would be treated using EN Rx Reagent, a modified Fenton's Reagent. Solid conditioner, SSO and Synergist-D will be mixed and tilled in-pace to a depth of 12 to 16 inches using conventional earthmoving equipment (a road stabilizer). Confirmation sampling of sidewall, bottom and in-situ chemical oxidation treated soils will be conducted to confirm treatment of soils to below site-specific cleanup levels. Work is to be completed under a Voluntary Cleanup Agreement (VCA) (Docket No. HAS-VCA-70/08-085) with the California Department of Toxic Substances Control (DTSC) to facilitate the residential development of the former Pietersma Dairy property (Site) located in unincorporated Riverside County, California.

Reasons for Exemption
The project is a short-term removal action consisting less than a mission dollars to eliminate the potential threat of hazardous substances by in-situ chemical oxidation, thereby reducing potential risk for future site occupants and the environment. In accordance with the referenced categorical exemption (Section 15330), "A Class 30 consists of any minor cleanup actions taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substances which are small or medium removal actions consisting $1 million or less." An example of such minor clean-up actions include: "in-situ chemical oxidation of contaminated soils or in regulated units." Based on these criteria, the proposed project meets the requirements for CEQA exemption under Title 14 CCR, Article 19, Section 15330.
