Document Description
The proposed project will remove the existing modular kitchen/dining facility and replace it with a permanent building designed for heavy duty commercial kitchen use in a detention setting to serve DVI's Minimum Support Facility (MSF) Level I population. The existing MSF kitchen/dining facility is a modular structure constructed in 1982 and it was closed in August 2005 due to the structure's noncompliance with building codes. Currently, preplated meals are delivered twice daily at breakfast and dinner, in heated/ambient food carts, to the MSF dorm, and bag lunches are distributed at the breakfast meal. The project includes demolishing the existing modular facility and replacing it with a 2,000 square feet insulated steel building on a new foundation. The scope of the work will include grading and foundation, drywall, flooring, lights, alarm system, telecommunications, HVAC, and restroom facilities. This new facility will meet the immediate and future needs of DVI's MSF inmate feeding program as required by the Design Criteria Guidelines (DCG), Uniform Building Code (UBC), and Health and Safety mandates for inmate feeding.

Reasons for Exemption
The project is exempt under CEQA Guidelines Section 15302 because it consists of replacement of existing structure and facility where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Existing one-site utilities will be extended to the new equipment. This is one of a class of projects the secretary of Resources has found does not have a significant effect on the environment, therefore, is declared to be categorically exempt from the requirement for preparing an environmental document.
