The County is considering the rezoning of 17 properties to high density residential (R3), as a required by the County's State mandated Housing Element Programs (Programs HD-8.1.3, HD-8.1.4 and HD-8.1.5), to accommodate an unmet RHNA need of 1,270 lower income housing units. As mandated by State law, the rezone sites must allow residential development at a minimum density of 16-units per acre and allow for the development as an allowed use (e.g. not subject to discretionary action). Therefore the County, as lead agency, is preparing an Environmental Impact Report to analyze the potential impacts of implementing these Housing Element programs.
