The Project Applicant has requested from the Shasta County Air Quality Management District (AQMD) an Authority to Construct for a 31 mega-watt biomass plant at 19794 Riverside, Avenue, Anderson, California. An Environmental Impact Report (EIR) for the project entitled "Sierra Pacific Cogeneration Power Project" was certified and a conditional Use Permit was issued by the Shasta County Board of Supervisors on July 17, 2012. The Shasta County AQMD has considered this EIR as prepared and certified by the County of Shasta acting as lead agency. This project consists of the issuance of an Authority to Construct by the Shasta County AQMD acting as a responsible agency.
