The purpose of the Project is to: Incentivize high volume water users to reduce or eliminate their water usage in exchange for receiving durable water credits which can be utilized by new water users in the Borrego Water District service area as a means to meet the District's 2:1 Mitigation Policay, which policy requires the retirement of 2 acre ft of water for every equivalent domestic unit of use proposed to be developed.
