A CUP to allow the continued operation of an equestrian facility (Section 19.12.030.D) in an Agriculture-Floodplain Combining District. The site is located at the northwest corner of Cecil Avenue and Highway 43, ~5 miles west of Highway 99. The project area consists of a 31 acre portion of a 179.08 acre parcel of record. Approximately 2/3 of the 179.08 acre site consists of fallow land and the southern 40 acres are developed with grape vineyards and a 2 acre accessory agricultural equipment storage area. The site is zoned A FP and is designated 8.1/2.5 Intensive Agriculture-Flood Hazard by the Kern County General Plan. The northern property line of the site is the County line between Kern and Tulare counties. Surrounding properties are zoned Exclusive Agriculture or A FP and consists of fallow land or active farming with grapes or row crops.
