Document Description
The Project involves the phased construction of a Class I (Off-Road) Bike Route, which would be consistent with the City Bikeways Master Plan's adopted alignment. The trail would be an ~1.7 mile long and 10 ft wide AC path, with landscaping, irrigation, and fencing (along portions). The trail would be constructed behind existing/new roadway curb/gutter. Notable infrastructure improvements are: Collins Ave. undercrossing; new pavement, curbs/gutters and driveways, and widening the Hewes St. pavement; a new box-culvert and headwall within Almeda Channel; and an interim gravel trail staging area for ~10 parking spaces. The Project would involve a total distrubance area of ~12.51 acres during construction and a total permanent impact area of ~6.46 acres at completion. The trail improvements would require localized excavation to depths ranging from ~1.5 ft for the typical trail segment to 20 ft for the undercrossing. Approx 1,300 cy of soil would be imported and 12,750 cy would be exported. The ~9 month construction period includes ~3 months beginning in Spring 2010 for the Hewes St. Segment, 2 months beginning in Winter 2010 for the Villa Park Rd/Santiago Canyon Rd/Cannon St Segment, and 4 months beginning in Summer 2011 for the Collins Ave. Segment. Construction of the undercrossing would require closure of all traffic lanes along the Collins Ave. Segment for up to 120 days. A southbound to westbound free right-turn lane at the intersection of Villa Park Rs. Santiago Canyon Rd and Cannon St., which was also a part of the Cannon Street Roadway Widening project evaluated under MND ENV 1776-05, would be constructed concurrently with the proposed bike trail Project.
