The project involves an amendment to the Old Town Specific Plan. The primary goal for the Specific Plan Amendment is to incorporate form-based code principles to more clearly define development regulations, to better facilitate pedestrian friendly development through building placement and streetscapes, and to encourage mixed-use development within Old Town. The Specific Plan Amendment is intended to achieve these goals through changes to site planning guidelines, streetscape standards and guidelines, land use district locations and titles, architectural standards and guidelines, parking lot guidelines, public art guidelines, paving material guidelines, outdoor dining/sidewalk furniture guidelines, sign regulations and guidelines, paving material guidelines, outdoor dining/sidewalk furniture guidelines, sign regulations and guidelines, alley guidelines, and landscape guidelines within the Specific Plan. The proposed Specific Plan Amendment will also result in the annexation of approximately 8.5 acres into the Specific Plan at a location south of First Street, along the west side of Old Town Front Street, and the removal of approximately 2.3 acres from the Specific Plan at a location west of the intersection of 6th Street and Pujol Street as depicted in the Proposed and Existing Old Town Specific Plan Boundary Maps provided.
