Document Description
This project would amend Rule 4311 (Flares) to implement Control Measures S-IND-21 listed in the 2007 Ozone Plan and the 2008 PM 2.5 Plan. The draft amendments would require operators to prepare Flare Minimization Plans, monitor flaring activity and emissions, and periodically review the plans. The rule also requires refineries to reduce emissions of sulfur oxides on a per-barrel-processed basis. These requirements ensure that Rule 4311 meets federal Reasonably Available Control Technology and Best Available Control Measure requirements as well as California health and Safety Code requirements to implement Best Available Retrofit Control Technology and all Feasible Control Measures.
