Document Description
Project consists of four main components: 1) Implementation of Best Management Practices. 2) Invasive species identification, removal and outreach. 3) Water conservation and outreach. 4) Fuels reduction and fire awareness. There are two main goals identified with this project. The first goal of the project is related to reducing non-point source pollutants (phosphorus, nitrogen and fine sediments) entering into local waterways and conditioning to the decline of Lake Tahoe's famed clarity. The second goal is related to fuels reduction to help prevent wildfires and increased awareness of the potential for community wildfires to occur within the Tahoe Basin. Beneficiaries of the project include all full time and part time residents of the Tahoe Basin (California side) as well as visitors to the area who enter the Basin.

Reasons for Exemption
Components 1 through 3 of project fall under both sections 15304 and 15307 where minor alterations may take place on private properties within the Tahoe Basin where grading mat take place on slopes less than 10% for purposes of BMP implementation. New gardening or landscaping may take place as related to project components 1-3 for purposes of BMP implementation, water conservation, fertilizer reduction or replacement of invasive species with approved native or adopted plants and landscaping. In addition, project component 1(implementation of BMPs) is mandated by the Tahoe Regional Planning Agency on all properties within the Tahoe Basin. Project component 4 falls under section 15304, item where fuels reduction activities will occur on private homeowners properties within 30 or 100 feet of development structure in an effort to help prevent the potential for community wildfire to occur or spread to other areas.
