Document Description
NOTE: Review Per Lead Revision of the City's General Plan Housing Element pursuant to State law. The revision incorporates new estimated of Regional Housing Needs capacity of 4,380 housing units through 2014; reviews the effectiveness of the City's housing programs during the previous housing element period; analyzes constraints to housing development; identifies sites available for housing, including sites available to meet the City's assigned affordable housing need; and lays out a series of housing goals, policies and programs aimed at preserveing existing housing and encouraging new housing development, both affordable and market rate. The Housing Element continues a number of existing programs already in place in the City. The Housing Element also provides for meeting the City of Fremont housing goals through 2014 within the currently planned capacity of the General Plan Land Use Element and Zoning Code. The Housing Element relies upon previously adopted plans, policies, and environmental review of both the General Plan EIR and the Redevelopment Agency Redevelopment Plan EIR for select areas of the City. The Housing Element does not include programs that cause an increase or change in the development intensity or capacity of sites in Fremont or the expansion of urban boundaries.
