Middle Green Valley Specific Plan

The Middle Green Valley Specific Plan Project is a proposed mixed-use development that includes up to 400 new residences, agricultural tourism, local neighborhood retail and community facility uses, and over 1,400 acres of protected agriculture and open space. An EIR was prepared for the project and certified by Solano County in July 2010. A lawsuit challenging the adequacy of the EIR, specifically the water supply analysis, was subsequently filed by the Upper Green Valley Homeowners. In March 2012, the Court ruled in favor of the petitioner. In response to the ruling, the County has prepared a revised water supply analysis and Recirculated EIR. Consistent with CEQA (Section 15088.5[c]), the Recirculated DEIR contains only that technical section of the EIR required to be recirculated, Public Services and Utilities - Water.
