Document Description
The Site Management Plan (SMP) details the activities to address the known or suspected residual contamination on the "Site", defined as a portion of MCAS, Tustin, ~805.5 acres, and is further described as Tract No. 17026 in the City of Tustin as recorded in the County (TLCP) ownership. Any property that lies within the boundaries of the Site that is owned or controlled by the US Dept. of the Navy (DoN) shall not be subject to the terms and conditions of the Voluntary Cleanup Agreement (VAC) and resulting SMP. In addition, the activities detailed in the SMP shall not apply to any property within the Site boundaries that is owned by the City of Tustin unless TLCP has express authority and permission from the City of Tustin to conduct work to be perfomred under the terms and conditions of the VCA and resulting SMP. The goal of the SMP is to minimize undue delays resulting from the discovery of previously unidentified environmental conditions during Site development excavation and grading activities by identifying in advance how the potential conditions will be addressed. In addition, the SMP describes the sampling to be conducted to confirm that Site conditions are appropriate for planned uses. The SMP has been prepared pursuant to the Voluntary Cleanup Agreement, Docket No. HSA-VCA 06/07-020, executed between TLCP and DTSC.
