Document Description
A Conditional Use Permit to allow a hazardous chemicals storage facility (Section 19.38.030.D.2) in a M-2 PD (Medium Industrial-Precise Development Combining) District. The project site is located at the northwest corner of Seventh Standard Road and Broken Court in western Rosedale. The project area stretches across the south half of 2 separate 4.3 acre parcels, and totals 4.42 acres. The site is zoned M-2 PD and is designated SI (Service Industrial) by the Western Roasedale Specific Plan. The northern half of the 2 parcels, north of the project area, is developed with an existing trucking company (Cummings Vacuum Service), owned by the property owner. The property owner leases the southern half of the 2 parcels to the current applicant, Multi-Chem Group, LLC. The project site is currently developed with a 3,000 sf office/shop/warehouse, parking lot, landscaping, and an outdoor storage yard. The project site is fully fenced and has recently been graded. The applicant is requesting a conditional use permit to add a hazardous chemicals storage area to the existing office and shop facility. Currently, the applicant occupies the existing building on the site and utilizes it for office, shop, and outdoor storage purposes, as permitted by the existing industrial zone district. Approval of the current request would allow the existing facility to receive, store, and distribute potentially hazardous production chemicals to customers within Kern County, Santa Barbara County, Tulare County, and Kings County. Hazardous chemical storage requires approval of a conditional use permit in the existing M-2 PD District. The applicant intends to continue to use the existing 3,000 sf office building for administrative operations, is in the process of adding a commercial coach for additional office space, and will use the remaining portion of the parcel for the outdoor storage and warehousing of hazardous chemicals.
