Document Description
The District has proposed constructing a wastewater treatment and reclamation facility (WRF) and sewer collection system known as the Wastewater Reclamation Project (the "Project"). Following the District's adoption of a Mitigated Negative Declaration, the District proceeded with the detailed engineering needed to construct the Project. This effort has identified an alternative wastewater treatment system for use at the WRF known as "Membrane Bioreactor (MBR)" treatment technology in place of the originally proposed Oxidation Ditch treatment process that required the use of media filtration. The details of this system are provided in Addendum No. 2, but the District has concluded that a MBR treatment system, in place of the Oxidation Ditch followed by media filtration, would better meet the water quality objectives of the District. In addition, the build-out capacity of the WRF has been reduced to 2.87 million gallons per day (MGD) from the original proposed 6 MGD. Phase I flows now total 1.02 MGD compared to an original estimated capacity of 2 MGD with the remaining flows realized once Phase II and III are brought online. The reduction is due to a more detailed analysis of wastewater generation rates within the Project area. The location of the WRF and the environmental setting remain the same as evaluated in the 2009 environmental document.
